#DFS2024: Cyber defense - International perspectives on active cyber defense and arms control

Panel discussion with Thomas Reinhold

Since the outbreak of the war against Ukraine, offensive cyber operations have become established as a means of warfare. In response, states that were previously purely defensive are developing capabilities for active cyber defense. These developments are creating new dynamics that also have implications for Germany. During this event, security and cyber experts will discuss different approaches and concrete countermeasures to acute attacks. They will also shed light on how cyber attacks can be successfully contained through arms control. They will discuss the following key questions, among others:

What role does active cyber defense play in the security policies of different countries? Which legal and ethical limits should there be? How can arms control measures stabilize cyberspace?
