Between Morality and Military Interests
Norm Setting in Humanitarian Arms Control (in German)
Abstract
The concept of humanitarian arms control emerged in the late 20th century and represents a change in the structure of arms control. Decisive initiators are transnational NGO campaigns and small and medium-sized states which are guided by core principles of justice as the basis for their action. This report identifies the indicators of the structural change, explains the reasons behind it, and describes the problems which arise when humanitarian arms control collides with state security interests.
